Heelllloooo neighbors. I`m baack. I have found out that the reason there is no pool in Northfield or will there be one for a few is because the tri county water people who take care of the pools has over $200,ooo missing from people not paying this bill as well. What in the heck is going on here. If your going to move into a house pay the bills that come with it or take yourself back to an apartment.

I couldnt agree more!!! Its obvious to many broke people still buying homes. I say sue them for the money. The sad thing is, I bet you at least 75% of the ones who dont pay will whine about they cant afford it, but those same people still have the money to go out and eat, drink and some smoke and who knows what else.

I thought our hoa fees went to build pools. If people are not paying the water bill turn off the water to those people. Does the hoa also pay the water bill for the pools?

I am very confused on the water around here also. We are on morgan county side and when we first moved here we had no water pressure, it seemed to improve when the last house here was built. But when I called the lady in charge of our water bill she said our water was indianapolis water company.
I think I get it but she really confused me at the time. I wonder if people have had bad water pressure issues and decided not to pay. I bought a gauge at menards and it was under 20 psi and the lady said that was normal. I used to live just about 5 miles down the road by decatur high school and we had like 40 psi.

That is a HOA bill not a homeowners bill. Whoever told you that is either lying to you or they do not know what they are talking about. You pay Tri-County for your sewage and trash not the pool. Think about it your $40.00 per month to keep the pool updated don't think so. The pool is a HOA thing. If that was the case then they would charge people a couple bucks each time to get in. Look into your covenants and you will see who is responsible

If you read the covenants, the following sections of Article I are pertinent:
Section 1.12. Community Facilities. Community Facilities shall refer to facilities such as a clubhouse, swimming pool, tennis court(s) and related facilities and equipment, if any, to be located within and to be a part of a particular Community or communities and be subject to an easement for the common use and enjoyment of only Owners in such Community or communities, as determined and provided by Declarant.

Section 1.31. Tri-County Conservancy District ("TCCD"). TCCD shall provide and construct the sanitary sewers, storm drainage, recreational areas, community pool and common area parkways in the Community. TCCD may bill the Owners a monthly service charge for providing the services associated with the above improvements. This monthly charge shall be in addition to any Assessment discussed in this Declaration.

Based on the above TCCD is responsible for the construction of common areas (including the pools) and, after sifting through the 'legalese', the HOA is responsible for operation and maintenance of these areas.

So tccd builds them adn the hoa (neighborhood) takes care of them, ok. So if the water company is saying 200,000 dollars is missing and that is why they won't build a pool in northfield.

200,000 dollars in ten years would equal out to be like 17 homes a month not paying.
200,000 doallar in one year would equal out to be like 170 homes a month not paying.

home many homes are vacant in the neighborhood?

my point is the water company accounting for homes they are not making any money on because no one lives in them or are they saying 200,000 dollars in home that are lived in?

and if 200,000 dollars is it in one year or the last ten years? Or maybe since the homes started building? It could also be 200,000 dollars the hoa isn't paying them for the swimming pool water. Anyone know? I can see 17 homes a month not paying and not always being the same 17 homes. There could be 17 homes a month being cycled thru.
there is probly a logical reasin for 200,000 thousand dollars when the water company is making about 216,000 dollars a month cash flow on water bills in the neighborhood. almost 2.5 million a year cash flow if all homes are lived in and paying.

I am paying about 80-100 a month for water. This is what I am using for my calculation. I think everyone in the neighborhood pays the same amount.

We are told by tri county that everyone around here pays the same amount every month. The mininum payment for us is 70 dollars, if we go over a certain amount it goes up. Do you pay tri county or indianapolis water? If tricounty then what is happening is I am paying for others not paying. That would suck though. Let me know please because I was told by them everyone around here pays that and if not that is another lie I have been told around here.

My bill is usually the min billing amount .. around $15.00 per month. We just don't use much water. The sewer bill is $45.00 per month.

If someone isn't paying there water bill they are not paying the sewer bill either, they both go to the same company. So going back to the original statement nothing changed the same amount of money goes thru the water company. If you live on the marion county side your taxes pay most of it and that is why the monthly looks lower, on the morgan county side taxes are lower but water and sewer is higher monthly because of the fact taxes are not paying it.

So basically the water company is still pulling in over 2-3 million dollars a year from residents in HC only. It is either paid to them thru property tax or directly from homeowners.

Most companies will show about 10 percent loss of accounts payable. So they are aound 6 percent. I think they are pulling everyones chain.

I thought morgan county was cheaper because of the lower property tax until I learned the reason the water bill, sewage, and trash are paid pay your taxes onl one side and on morgan county you pay property taxes, water, sewage, trash all separatly.

My water bill is around $20 per month, sewer bill $45, we are on the marion county side. Looks like it all comes out in the wash.
